Dr. Fred Dilger, the Executive Director for the Nevada Agency for Nuclear Projects and co-author of “The Path Forward for Nuclear Waste in the U.S.,” discusses the voluntary consent based approach. This approach requires garnering local and state support and build a consensus in the national legislatures to act in an effective way. He also addresses his belief in reviving the “negotiator” role, someone who is able to effectively make a deal between the state and congress.
